Enterprise and Supplier Development (ESD) Programmes

ESD comprises the Preferential Procurement, Supplier Diversity, Supplier Development and Enterprise Development programmes to service your business needs. ESD forms part of the BBBEE policy to advance economic transformation in South Africa.

The above-mentioned programmes can be defined as follows:

  • Preferential Procurement is a national policy that encourages government departments and agencies to buy goods and services from previously disadvantaged individuals or businesses.
  • Supplier Diversity is the proactive business process of sourcing products and services from previously under-used suppliers. This process helps to sustain, and progressively transform, a company’s supply chain. Recording transactions with diverse suppliers enables companies to quantitatively reflect the demographics of the communities in which they operate.
  • Supplier Development involves working with certain suppliers on a one-to-one basis to improve their performance, and for the ultimate benefit of the buyer organisation. Supplier Development leads to improvements in the total added value from the supplier in question – not just in terms of the buyer’s BBBEE rating, but also in terms of the supplier’s improved product or service offering, business processes and performance, and lead times and delivery.
  • Enterprise Development is a strategy for promoting economic growth and reducing poverty by building SMMEs, membership organisations to represent them and competitive markets that are stronger and more inclusive. It consists of monetary and non-monetary, recoverable and non-recoverable, contributions initiated in favour of a beneficiary entity by a measured organisation – with the specific objective of assisting, or accelerating the development, sustainability and ultimate financial independence of, the beneficiary.

In terms of the Skills Development Levies Act, all organisations in South Africa with a payroll in excess of R500 000 per annum must pay a 1% Skills Development Levy on their payroll.

You may claim back some of this Skills Development Levy if you have paid the SDL and you provide approved training (internal/external) to employees that is aligned with pivotal skills.

To support your claim you need to submit:

  • An annual training report which notifies the Sector Education and Training Authority (SETA) of what training has taken place within your company over the past 12 months, and which employees received training.
  • A workplace skills plan that advises the SETA of the training you will provide in the next 12 months, based on your operational requirements, and the industry in which you operate.

Under the New BEE Codes, BBBEE targets for training and development are set at a level of 6% of payroll (salaries). This is applicable to all businesses with a turnover exceeding R10 million per annum.

To avoid dropping a level in BEE status, a company must achieve a minimum of 40% (or 8 points) of the target set out in the skills development scorecard.

To earn BBBEE points from your training spend, there are a number of additional regulatory requirements to be followed.

Gap Analysis and Scenario Planning

A Gap Analysis

is a report indicating the difference between the achieved scores and the targets of the same scorecard or an alternate scorecard.

A Scenario Plan

is prepared within the purview of an organisation’s measurement period. The report will indicate the score attained based on claims from the beginning of the financial period to the current date, thereby indicating the shortfalls that need to be addressed prior to the financial year-end.

BBBEE Plan

Organisations often find themselves in a position where the transformation process is a lengthy one requiring a period of more than one year. Such organisations can make use of a BBBEE Plan, that will indicate the current and proposed requirements in order to achieve the level of compliance that management is aiming for.

The BBBEE Plan can encompass a period of two to five years, examining all elements of the scorecard and proposing solutions to be undertaken over the required period to secure the required level of compliance.
